Sorry emphan34, but NATO cannot intervene to assist militarily, because you are not under our protection. You should have expected something like this to happen by switching to an unaligned AA, and giving us no warning or scope to discuss protection beforehand.

Yes I fully understand and I did expect this, and of course I would not wish for NATO to be dragged into this conflict
I was attempting a Protectorate with NATO but we should organise the rejection or acceptance of said protectorate after I sort out this GOON situation

It is not an issue of NATO being dragged into it. If you were a member, or if you were protected by NATO, then we would be happy to assist. But because protection was not arranged beforehand (with NATO or anyone else), GOONS are within their rights to tech raid you, as they do any other unaligned nation.
I'm not sure how reasonable they are, but you should discuss the matter with GOONS to see what it will take for them to back off (perhaps just offer peace in-game to begin with, without counter attacking). Once out of war, you should go to peace mode until your protection is sorted out.
