Accord the First (I): Preamble



It was the aim of our Order upon its founding to provide safe haven for our brethren in an atmosphere where their native chivalry, honor, and talents could thrive and be properly appreciated. This we have done, and our Knights now stand united for the Order's ideals as a fellowship in Digiterra. Thus we now, in due appreciation of their achievements and to expand the sphere of their talents, embark upon establishing an atmosphere in which they and their companions in other honorable alliances may thrive.



The Order Of The Black Rose holds honor, nobility, and civility paramount, believing in absolute adherence to the code of chivalry to which each of its members is strictly bound. Thus we declare that any member nation of The Order Of The Black Rose who dares to commence, commit, further, aid, support, or abet, prolong, or orchestrate hostilities against any other nation without due provocation or who otherwise violates any term of this treaty shall be instantly subject to appropriately harsh and swift punishment, and that such punishment shall be delivered without delay, restraint, or reserve by the Knights of The Order Of The Black Rose through our massed military in our Armory and the assembled magisteria of our Inquisition.



Now therefore, in the open spirit of friendship and chivalry, do we set forth these candid terms of our avowed ideals for assent by such Signatories as shall honorably agree to be bound thereby.



Accord the Second (II): Definitions



Order. By this term shall we designate The Order Of The Black Rose.



Order Nation, Order Nations. By this term shall we designate all nations who are members in good standing of the Order, as evidenced by the acceptance of their rulers into the Order's ranks.



Writ. By this term shall we designate this document as a whole and in part, reserving to it the full import of each severable term herein as well as the spirit and letter of the whole.



Signatory, Signatories. By these terms shall we designate all alliances agreeing to be bound by this document. This term shall refer to the alliance as an inseverable and continuous body, and the obligation of a Signatory to abide by this Writ shall not perish with the replacement, removal, or other change in position of whichever noble official shall be the original signer hereby.



Hostility. By this term shall we designate any and all actual, attempted, or threatened attack, invasion, or endeavor to inflict harm upon a nation or its citizens, territories, or properties, including, but not limited to, military action, trade or economic sanctioning, harassment, hijacking, defamation, or conspiracy.



Assailant, Assailants. By this term shall we designate any non-Order Nation that undertakes any form of Hostility, against any Order Nation.



Accord the Third (III): On Aggression



It is the privilege and obligation of every alliance including the Order to protect, uphold, and defend the sovereign rights of its member nations to the full extent of its adopted charters and pronounced ideals, and it is a core and central tenet of the Order that each and every Order Nation is entitled to sovereignty, peace and prosperity. Therefore all Order Nations shall be exempt from any form of Hostility from any member nation of any Signatory, all member nations of all Signatories shall be equally exempt from all such Hostility from any Order Nation, and the punishment for breach of any such exemption, as well as for orchestrating or attempting to orchestrate such Hostility through third parties, non-Signatory alliances, or any other means, shall be exacted on the swift and certain terms delineated in Accord the First (I): Preamble above.



Accord the Fourth (IV): On Alignment



It is the intent of the Order to, by this Writ, demonstrate its commitment to the independent ideals of honor and chivalry to which each Order Nation is required to swear fealty. Therefore, in keeping with Accord the Third (III): On Aggression above, all Order Nations and the Order itself shall be assumed neutral and unaligned in any conflict in which no Order Nation or the Order itself is involved, and such unalignment and neutrality shall not be considered compromised or altered in the absence of a definitive and official statement from the Order to that effect.



Accord the Fifth (V): On Defense and Hostility



It is the right and responsibility of each Order Nation to, in keeping with the duties and privileges of sovereignty endemic to ruling power, defend and protect its citizens, properties, and territories against any and all Assailants and forms of Hostility, and to expect all other nations to do the same. Therefore, no form of resistance or reaction by any Order Nation to any act of Hostility or any action undertaken by the Order as part of a punishment described in Accord the First (I): Preamble above, including without reservations all forms of military response, deployment, attack, amassment, and maneuver, any cessation or restructuring of trades, or any form of economic sanction, shall be considered an act of Hostility or subject to the punishment therefore appurtenant, and any and all such Assailants shall be considered to have forfeited their rights to protection and neutral unalignment under this Writ.



Accord the Sixth (VI): On Aid



It is a key ideal of the Order to aid and assist the worthy and to exhibit to its friends and allies, among which it is honored to count all Signatories, a spirit of generosity and noblesse to those deserving of such honor. Therefore Order Nations are permitted and encouraged, in keeping with their innate right to sovereignty detailed in Accord the Fifth (V) above, to render assistance in any form, including but not limited to financial, military, technological, and advisory aid, to any nation not currently involved in any direct conflict with any Signatory member nation. No Order Nation shall in any case knowingly provide any direct aid or assistance to any nation involved in any such conflict, and no Signatory member nation shall knowingly provide any aid or assistance of any kind to any nation involved in any conflict with any Order Nation.



Accord the Seventh (VII): On Reparations



It is a core tenet of the Order that all sovereign rulers are accountable for their actions, and that the ideals of noble chivalry to which its members are pledged take their root in the sacrosanct concepts of fairness and justice. Therefore it shall be incumbent on any Signatory-member nation who violates any term of this Writ to, in addition to enduring the punishment described in Accord the First (I): Preamble above, make fair and timely reparations to the Order Nation thus affronted and to the Order itself, and on the Order itself and each involved Order Nation to render just and timely reparations to any Signatory-member nation against which it aggresses in violation of any term of this Writ. Such reparations shall be commensurate with the harm caused by the Hostilities necessitating them and, should the Assailant nation involved be unable to provide them in full, the responsibility of rendering them in a fair and timely manner shall fall inexorably to the Signatory or Order to which the Assailant nation belongs.



Accord the Eighth (VIII): On Enactment



This Writ shall be considered in full force with regard to the Order and each given Signatory as of the date on which that Signatory executes it, and shall remain in effect until either the Order or the Signatory decides to revoke it with regard to one another. Such revocation shall be initially declared in writing by an empowered official from either the Order or the Signatory, and shall take effect and release both parties from their obligations to one another no fewer than seven (7) days after such written intent is communicated.



Accord the Ninth (IX): On Amendment



It is the avowed ideal of the Order to ensure ongoing fairness and justice in all its doings, and to adapt its commitments and relationships to an ever-increasing standard of nobility. Therefore this Writ shall be subject from time to time to amendments, which shall be executed separately and attached as codicils. No Signatory who assents to be bound by this Writ in its form as extant on the date of that Signatory's agreement thereto shall be bound by any subsequent amendments unless that Signatory chooses to assent separately to such amendments, and such assent shall be indicated by an additional signature to the codicil in question and shall take effect from the date of that additional signature onward, Once agreed to, the amendments shall be considered an incorporation of understanding and treated as an inseparable part of the Writ for purposes of enactment and revocation. However, in the event that any one or more of the provisions contained herein shall, for any reason, be held to be invalid, illegal or unenforceable in any respect, such invalidity, illegality or unenforceability shall not affect any other provisions of this Writ, which shall be construed as if such invalid, illegal or unenforceable provisions had never been contained herein unless the deletion of such provision or provisions would result in such a material change causing completion of the transactions contemplated herein to become unreasonable.

Preamble



We, the alliances of Aqua, in order to create a more peaceful sphere, do hereby sign these treaties of growth, aid, and peace.



Part One: Mentorship



AQUA MENTORSHIP PROGRAM

An initiative to help both new and existing alliances in the aqua sphere



Preamble: In celebrating the Aqua Team’s goal of cooperation and commitment, this mentorship program has been initiated to help out both new alliances looking to start on the Aqua Team and existing alliances that may be in need of assistance or help.



Article 1. The Aqua Mentorship Program (AMP) will consist of aqua alliances who wish to volunteer their services for the betterment of the team. All external treaties have precedent over AMP to ensure stability amongst the mentoring and recipient alliances.



Article 2. Alliances wishing to become a mentor for AMP must meet two criteria; 1) Must be an Aqua Team alliance, 2) Must be on the Aqua Team for at least 90 days. Mentoring alliances who meet these criteria can come and go as they like, they are not bound to this contract.



Article 3. All mentoring alliances are required to have this contract posted on their own forum in a public place complete with contact information. Business can be conducted privately or publicly; it’s up to the interacting parties. The official copy of AMP will be held on the Aqua Team forum with an updated roster of participating Mentors. Changes to the roster can be submitted to any Aqua Forum administrator. Success stories, dialogue, problems and issues, or any other kind of communications between parties are encouraged to be posted and documented on the Aqua Forum.



Article 4. Requested services can consist of, but not limited to; nation building guides/ideas, forum management, new aqua alliance guidance, writing charters/laws, CN etiquette and behavior suggestions, general friendship and camaraderie, and much more. Services requested to supply war guides or anything combative in nature is not allowed. Mentors caught supplying such material will be removed from AMP on a permanent basis.



Article 5. Participating mentored alliances who wish to take part in the program will recognize Aqua as a peaceful sphere. In addition, the mentored will show respect towards their big brothers and the rest of Aqua.



Part Two: Economics



Aqua Prosperity Program



Preamble: The alliances of the Aqua Team agree to help each other promote growth through interaction and cooperation. The goal of economic success across Aqua will be a combination of a friendly competitive environment with potential to maximize profits. New alliances to the sphere will have the opportunity to ensure themselves with a friendly pro-growth atmosphere.



Article 1: Alliances agree to a monthly growth competition. Participating alliances will challenge each other to gain the most combined national strength based on comparative percentage between the first and last day of each month. Statistics will be kept on the official Aqua forums and the winning alliance will proudly display a trophy on their own forum for bragging rights.



Article 2: Coordination of massive tech deals are encouraged to take place on the Aqua forum. An advisor from each participating alliances can coordinate amongst themselves to setup massive deals between alliances. Coordination is encouraged to be conducted on the Aqua forum, but can be achieved elsewhere.



Article 3: All Aqua alliances agree to a continuing mission of making sure all nations are indeed set to the Aqua Team color. This will promote an increased amount of trading partners and Aqua growth.



Article 4: In the event an economic deal between two Aqua alliances goes sour and a resolution cannot be met, one mediator will be appointed to ensure a peaceful conclusion to the matters.



Article 5: Alliances agree to maintain a free trading market on the Aqua Sphere. Therefore:

A. Signatories of this treaty agree to encourage their members to trade freely with members of other signatories that have needed resources.

B. No signatory of this treaty will discriminate against members of other signatories in trading solely because they are from a different alliance.

C. The signatories agree to work together to provide the best trades possible for their respective members.



Part Three: Aqua Team Senate



Senate



Preamble:

The signatories agree to maintain a free Aqua Team Senate. Therefore:



Article 1: The signatories shall be free to allocate the votes of their membership for the Aqua Team Senate anyway they see fit.



Article 2: No signatory will sanction a member of another signatory without consulting with that member's government before doing so, except in the case of an obvious nuclear rogue.



Article 3: If a signatory member manages to procure a seat on the Aqua Team Senate, that member shall honor requests for sanctions from other signatory alliances as if they were from their own alliance.



Part Four: Optional Aid and Defense



Opt In Optional Aid and Defense



Preamble: The undersigned alliances agree to this additional clause of Optional Aid and Defense.



Article 1: Aid: No signatory of this treaty is obligated to come to the monetary aid of another signatory of this treaty. However, should a signatory alliance request monetary aid, the other signatories are encouraged to consider the request.



Article 2: Defense: No signatory of this treaty is obligated to come to the defense of another signatory of this treaty. However, should a signatory alliance request defensive military assistance, the other signatory alliances are encouraged to consider it and may use this treaty as legal justification for entering a conflict at another signatory's defense.



Part Five: Nonaggression



Opt In Nonaggression



Preamble: The undersigned alliances agree to this additional clause of non aggression.



No signatory of this treaty shall attack, commit any actions of espionage, or assist others in doing so against another signatory of this treaty.



Part Six: Cancellation



Should any alliance wish to withdraw from all or part of this treaty, they must first inform the other Aqua signatories with a post on the Aqua forums, making it clear which section or sections they are withdrawing from. There will then follow a 72 hour grace period in which that alliance must adhere to all terms of non-aggression that have been agreed, as well as ensuring that any mentorees are not being left in an undermined position. Following this grace period, no terms, conditions, postage or packaging will apply.

Quote:Preamble: NATO and the Socialistic Empire, two sovereign alliances of Planet Bob, do hereby consummate their friendship in the form of this treaty of Peace, Aid, and Intelligence (PIAT).



Introduction and Purpose: All parties involved in this treaty are to remain sovereign and shall not be governed by the other party. They shall remain separate unless stated in another treaty. The main purpose of this treaty is to show friendship and good relations with the other party. Breaches of this treaty shall have no material consequences but shall however been seen as a breach of friendship and togetherness of these two alliances.



Section One-- Peace: Both parties agree not to attack, or commit any actions of espionage on the other party. Such actions are regarded as a breach of treaty.



Section Two-- Intelligence: Both parties shall agree to share all information of worth to both. It is agreed that this information shall not be falsified, or changed in any way that benefits any party, signed or not. Such falsifications shall be regarded as a breach of treaty.



Section Three-- Aid: Both parties shall agree that they will endeavor to contribute aid to the other party. Such aid must be within the limits of reality, and not without reason. Aid can be sent between NATO and the Socialistic Empire even if one signatory alliance is at war with a party with which the other signatory alliance has a standing nonaggressions pact. This treaty will supersede all standard NAPs.



Section Four-- Cancellation: A notice must be given 48 hours before publicly terminating this treaty. This time should be used to try to mend the relationship between the two signatories. The notice must be given through proper diplomatic channels. If both signatories agree, or there has been a clear, intentional breach of this treaty, it may be declared void and broken immediately.

Quote:Article I: Non-Aggression

Neither Andromeda nor NATO will premeditate, declare or prosecute war against the other signatory or an alliance that that signatory is obligated to defend. Neither Andromeda nor NATO will spy upon each other nor will either signatory encourage outside alliances to declare or pursue a war against the other signatory.



Article II: Communication and Intelligence

Should either Andromeda or NATO come upon or gather intelligence that has a bearing on the affairs or security of the other signatory, that information must be made available to that other signatory within forty-eight hours.



Article III: Optional Defense

Neither signatory alliance is legally bound to grant requests of military action or financial aid from the another signatory alliance. However, should such a request be made through official channels by one alliance, the other alliance has the option of participating. If no request is made by signatory which is in need of military intervention or financial aid, the other signatory still has the option of participating, although nothing is required legally. In either case, in the event that assistance is granted, it should come as no surprise to the world community.



Article IV: Cancellation

Should either signatory feel that any of the previous articles have been breached by the other signatory, the treaty may be canceled. Forty-eight hours notice must be provided by the alliance canceling the terms, indicating the reasoning behind the cancellation.

Section Three~Aid: Both parties agree that they will endeavor to contribute aid to the other party in times of need. Such aid must be of a reasonable sum. Such aid requests shall be placed in the other party's embassy by an official of the requesting party. An acceptable reason for the request of aid must be stated. Aid requests may be rejected if a valid concern is raised by the party from which aid is requested. Any aid requests made under false pretences shall be viewed as a breach of this treaty.



Section Four~Cancellation: To cancel this treaty at any time, either party must post a notification of cancellation in the embassy of the other party. After the cancellation is announced, the parties shall be bound in a state of nonaggression for 48 hours.

The PEACE in Aqua Pact

Quote:Preamble - AQUA LOVE

There is no love like Aqua Love. In the spirit of Aqua Love, the Mushroom Kingdom and the North Atlantic Treaty Organization hereby strengthen their relationship with each other by adopting this treaty.



Article I ESTABLISHMENT OF PEACE

Peace is hereby established between MK and NATO ("the "signatory alliances") effective from the exchange of the instruments of ratification of these protocols.



Article II SOVEREIGNTY

Both of the signatory alliances and their respective member nations recognize and will respect each other's sovereignty and political independence. They recognize and will respect each other's right to live in peace within their respective alliances. They will develop good neighborly relations of co-operation between them to ensure lasting security. They will refrain from espionage and the threat or use of force against each other and will settle all disputes between them by peaceful means.



Article III COMMUNICATION

In signing these protocols, both signatory alliances recognize that full and frank communication is the foundation for a strong and enduring relationship and that there is mutual benefit for both alliances when open communication between them is maintained. To that end, both signatory alliances agree to productive two-way inter-alliance communication:

a.) The signatory alliances agree that whenever a situation arises which involves provisions within these protocols or other issues of mutual concern; there shall be full and frank communication between the signatory alliances.

b.) The signatory alliances shall encourage and promote effective methods of dispute resolution between the signatory alliances and their respective member nations.

c.) The signatory alliances commit to frequent and recurring dialog on each others forums and IRC channels. This commitment is based on the view that open access to each others communication channels is essential to the rapid and efficient inter-alliance communication. This shall include communication at the alliance leadership level where on an as needed basis, representatives of the highest decision making bodies of the signatory alliances will jointly meet to discuss issues of mutual concern. This shall be in addition to routine diplomatic communications and the regular communication between normal member nations.

d.) Government members of both signatory alliances will receive operator status in each other's public IRC channels.



Article IV OVERT HOSTILE ACTIVITIES

Neither signatory alliance will knowingly engage in the use of sanctions against member nations of the other signatory alliance without formal, written permission from the other signatory alliance. Neither signatory alliance shall endorse, fund, approve or engage in military action against the other signatory alliance. If an individual member nation of either signatory alliance is found in violation of this article, it shall be directed to offer peace and reparations equivalent to 1.5 times the total damages inflicted. Though not required, defending nations shall be encouraged to defer reprisal actions until a diplomatic solution can be reached.

a.) Should the offending member nation of a signatory alliance refuse to offer peace and agree on reparations terms, said member nation will be declared a rogue and will no longer be offered the protection of either signatory alliance.

b.) If a signatory alliance violates this article, such activity shall be considered an act of war.



Article V COVERT HOSTILE ACTIVITIES

Neither signatory alliance shall knowingly endorse, fund, approve or engage in espionage or other covert action against the other signatory alliance. Both signatory alliances agree not to actively or passively recruit member nations of the other alliance for the purpose of committing espionage. If either signatory alliance collects intelligence regarding a security breach or a credible threat concerning the other signatory alliance, the acquiring signatory alliance will convey all pertinent information in their possession to the other signatory alliance.

a.) Should a member nation of a signatory alliance violate this article, said member nation will be declared a rogue and will no longer be offered the protection of either signatory alliance.

b.) If a signatory Alliance violates this article, such activity shall be considered an act of war.



Article VI RECIPROCAL DEFENSE

Neither signatory alliance is required to grant requests for military assistance to the other. However, barring other conflicting treaty obligations, should such a request be made through official channels by one alliance, the other alliance is highly encouraged to discuss and reach a consensus decision in their highest decision making body on whether or not to grant military assistance and if granted, in what form that military assistance shall be made.



Article VII RECOVERY AID

In the event of conflict involving only one of the signatory alliances, upon cessation of hostilities and barring other conflicting treaty obligations, the non-combatant signatory alliance shall encourage its individual member nations to voluntarily provide recovery aid to individual member nations of the war-torn signatory alliance.

In the event of conflict involving both of the signatory alliances, upon cessation of hostilities and barring other conflicting treaty obligations, both signatory alliances shall encourage its individual member nations to voluntarily provide recovery aid to individual member nations of the war-torn signatory alliances regardless of alliance membership.



Article VIII CIVILITY

Both signatory alliances shall be resolute in their insistence that their respective members remain polite and civil to each other at all times, especially in public forums and other public venues.



Article IX RATIFICATION

These protocols shall be ratified by both signatory alliances in conformity with their respective procedures.



Article X TERMINATION

Either signatory alliance may terminate this compact at any time by providing the other signatory alliance with a 72 hour notice of intent to terminate. This compact is automatically terminated when either signatory alliance violates Article IV,V or VI of this compact.

The Atlantic Treaty

Quote:Preamble: In order to promote, and stimulate, the growing friendship and between the Atlantic Empire and the North Atlantic Treaty Organisation, the following treaty have been agreed upon:



Article I: Sovereignty Both signatories will remain completely sovereign, and independent organisations. Any views, values and stands taken by one signatory is not to be taken as representative of the views, values, and standing of the other signatory.



Article II: Respect Members of both signatories must show each other respect, both in private and public channels.



Article III: Non-Aggression Under no circumstances shall a member of one signatory participate, support or condone attacks against a member of the other signatory. If the misfortune should that an attack has been made, order should be given that ensures that attacks will be ceased, a reparation plan made and peace offered within 24 hours. If the aggressor refuses to comply to this he shall be expelled and deemed a rogue.



Article IV: Aid In the event that one signatory would require some financial and/or military aid from the other signatory, they may request it. The request must be made through proper diplomatic channels. Although not obligated, the signatory being requested is strongly urged to accept. The requested signatory must give an answer within 48 hours. No requests shall be made if it would require the breaching of another treaty to approve.
